Use Policy

General

The Highlands Regional Library Cooperative (HRLC), in cooperation with the New Jersey State Library and the Bergen County Cooperative Library System (BCCLS), has established a Technical Training Center at the BCCLS office located at 810 Main Street in Hackensack. The Center will be used to train the staff of HRLC member libraries on a prioritized basis. HRLC will have first priority in scheduling and use of the Center, followed by staff training for BCCLS members and staff training for other HRLC member libraries.

When not in use for training, the Center will be secured. During times when the Center is not used for scheduled HRLC classes, HRLC member libraries may reserve time in the Center during the hours listed below. The Center will not be available for use by non-HRLC member libraries, non-profit or for profit groups.

HRLC and BCCLS have established a reservation procedure to assist in scheduling HRLC members' use of the Center. Fees will not be charged to HRLC member libraries or their parent organizations for use of the Center's existing software. However, should an HRLC member library wish to load their own software on the network for training purposes, it must make arrangements with the appropriate contact person at BCCLS in advance. Loading certain software may entail a loading/unloading fee. This fee will be based on the actual setup charges; it will be payable to and administered by BCCLS. Groups must leave the Center's equipment in its original setup configuration unless advance arrangements to the contrary have been made with BCCLS staff. Refreshments will not be served at the Center. Organizations using the Center will be expected to abide by all Center use rules.
Exceptions to the Center use policy must be approved by the HRLC Executive Board. However, the HRLC Executive Director is granted power to waive rules if in his/her judgment emergency or other conditions warrant this action. The Executive Director should report any such waivers at the next regularly scheduled Executive Board meeting.

Reservation of the Technical Training Center by HRLC Members

The Technical Training Center should be reserved in advance through the scheduling contact at BCCLS. HRLC will have first priority on regular days established in advance with BCCLS. HRLC member libraries should make reservations at least two weeks in advance of the group's desired use, and will be accepted up to three months in advance. All reservations must be made by an HRLC Voting Representative. The person signing the "Technical Training Center Reservation Form" will be responsible for any damages that may occur in the Center during its use by the group. Should there be any question of an HRLC member's right to reserve the Center, this matter will be referred to the HRLC Executive Director, who will either render a decision or decide what further steps must be taken.

The BCCLS office does not have additional meeting rooms available for use.

BCCLS should be notified in advance of a canceled session. Failure to notify BCCLS of a cancellation at least 48 hours in advance may result in denial of Center use for three months. In weather emergencies, HRLC members should call BCCLS at (201) 489-1904 or HRLC at (800) 638-4752. If the BCCLS office is closed, meetings are automatically canceled.

Hours of Center Use

The Technical Training Center is available for use Monday through Thursday from 9:00 a.m. to 8:30 p.m. and Friday and Saturday from 9:00 a.m. to 4:30 p.m., excluding major holidays.

Software

The Technical Training Center is equipped with software designed to meet the general needs for Regional and BCCLS training. HRLC member libraries wishing to use the Center are encouraged to make full use of this software. At the end of the training period, the Center software should be returned to its original setups unless BCCLS has previously agreed to other configurations.

To avoid damage to the equipment, if students use floppy disks, they must use new disks purchased through HRLC or BCCLS, or make prior arrangements with BCCLS staff for security purposes.

If an HRLC member library should wish to load its own software on the network for training purposes, it must make arrangements with the appropriate contact person at BCCLS at least two weeks in advance of the training date. Only BCCLS or its designated representative may install software. Loading most software will entail a loading/unloading fee to insure that the integrity of the Local Area Network programming is maintained. This fee will be based on the actual setup charges; it will be payable to and administered by BCCLS.

Technical Support

Technical support will be provided by BCCLS staff.

Additional Rules

Attendance at programs held in the Center is limited to a maximum of 10 people plus the instructor(s).

Smoking is not permitted in the building.

No food or drink is allowed in the Center at any time. Attendees should plan on leaving the building for refreshments or lunch.

Damages and Liability

Any group holding a session in the Center must fully release HRLC, BCCLS, their officers, agents or employees from any and all claims from injuries, including death, damages or loss which may arise or may be alleged to have arisen out of, or in connection with, the group's use of the Center. They must further indemnify and hold harmless and defend the HRLC, BCCLS, their officers, agents, and employees from any and all claims resulting from injuries, including death, damages and losses, which may arise or may be alleged to have arisen out of or in connection with the group's use of the Center.

Denial of Center Use

Failure to abide by HRLC's Center Use Policy and rules of conduct may result in the cancellation or refusal of future reservations.
